Shaikhul-Islaam lbn Taymiyyah (d. 728H) said, "The people have differed and argued with each other with respect to the one in authority who is sinful and ignorant. Is he obeyed in whatever he orders from the obedience of Allaah and are the decisions that he makes with respect to the rule and the division (of charity etc.) to be carried out, if he is just in that? Or is he not obeyed and nothing from the decisions he makes with respect to the rule and the division (of charity etc.) executed? Or is there a difference to be made between the overall Imaam (i.e., the leader of all the Muslims) and between a judge and other such people, (who are lower in rank)? There are three sayings. The weakest of them with the Ahlus-Sunnah is the saying, 'Rejecting everything from his orders, his rule and his division (of charity etc..' And the most correct of them with the Ahlul-Hadeeth, the Scholars and the Jurists is the first saying, 'That he is to be obeyed absolutely, and likewise (he is obeyed) absolutely in whatever he orders from the obedience of Allaah and the decisions that he makes with respect to the rule and the division (of charity etc.). And this is the case with the ignorant judge and also the oppressor - his judgement and (orders for the) division (of charity etc.) when it is just are to be carried out in accordance with this saying which is the saying of the majority of the jurists (fuqahaa)." Shaykh Dr. Saalih as-Suhaymee hafidhahullaah mentioned that one of the ways in which the extremists spread their falsehood are: The belittlement of the leaders and those in authority and the public exposing of their faults or what some people assume to be their faults. They do this publicly on their pulpits (while delivering lectures in the mosques) and on the questionable satellite channels. They distort the texts commanding the obedience to the leaders to mean that such obedience referred to in these texts is only given to the main leader who has authority over all the Muslims in the world (and not the various individual leaders of each country). They forget, or pretend to forget, that all of the scholars and Imams unanimously agreed that this obedience is also incumbent during times of the existence of various separate Islamic countries. Even though each country may possess its own wealth, with its own rights and obligations dependant upon its respective leader; obedience to such a leader is still an obligation and revolting and rebelling against him is forbidden as long as he establishes the rights of Allah. This is an agreement that all of the scholars of Islam were united upon. |

The Claim that the Muslim Leader is Only He Whom All Muslims throughout the World, from the East to the West, Unite in Allegiance to Him Shaykh Ṣaaliḥ al-Fawzaan - may Allah preserve him - was asked: Question: Is it correct to say that the Muslim leader, the Imam, is only considered to be such if all Muslims throughout the entire world, from east to west, unite in allegiance to him? Answer: The Imam is he to whom the people of authority and policy from the Muslims pledge allegiance. Thereafter, the rest of the people must obey him. It is not a requirement that every single one of them from the east and west, men and women, each pledge allegiance to him. Question: There are some people who are confused with regards to obeying the authorities. Some say that giving the pledge of allegiance is only to be done to the main leader of all the Muslims in the world. What do you say about this? Answer by Shaykh Muḥammad Ibn Ṣaliḥ al-'Uthaymeen: No doubt, this is incorrect. If such a person were to die, he would die in a state of Jaahiliyyah because he would die while not having allegiance to anyone.[2] The general rule in Islamic legislation is that Allaah says: That is the Book. There is no doubt in it, and it is guidance for the Muttaqın (those who are constantly fearful of Allaah). [Sırah al-Baqarah, 2:2] If no supreme leader over all Muslims in the world exists, then whoever happens to be the leader in one's region ı he is the leader. Otherwise, if we were to accept this erroneous opinion, then that would mean there is no legitimate Muslim leader of anyone today, and everyone that dies do so in a state of Jaahiliyyah (according to the ḥadıth) Who says this? The Islamic nation during the time of the companions was widely spread out. You know that 'Abd Allaah Ibn al-Zubayr was in Mecca, (the leaders of) Banu 'Umayyah were in al- Shaam (Syria), some people were in Yemen, and others in Egypt. The Muslims have always held the belief that the pledge of obedience is binding upon them to whoever is in authority over the land in which they reside. They pledge to obey him, calling him the "Leader of the Believers". No one denies that. Rejecting this is a form of inciting dissension and mutiny among the Muslims from the point of one assuming that there's no obedience to anyone binding upon him and because it is contradictory to the unanimous opinions of the Muslims since the earliest times. Bismillah walhamdulillah was salaatu was salaamu alaa rasoolullah Attached are couple of scanned pages from the book "Beneficial Answers to Questions on Innovated Methodologies" by Allamah Salih al-Fawzaan with beneficial footnotes by Shaykh Jamaal al-Haarithee hafidhahumullah. InshAllah it will address more conceptions. I would highly recommend everyone to read this excellent book of more than 200 pages covering many important topics on manhaj of Ahlus Sunnah Wal Jamaah. It is available on salafibookstore.com, troid.org/store, and quite a few other Islamic bookstores. InshAllah it would be available at a Masjid/library near you, particularly a Salafee one. Note that I have scanned these pages and am uploading them with the permission of Br.
