Can anyone from the students of knowledge explain what is the proper methodology of conducting a shura ?

It is reported that 'Abd Al-Rahman ibn Mahdi (rahimahullaah) said,

         quote:
    "If it were not for the fact I hate that Allaah is disobeyed, I would have wished that no one remain in this city except that he had spoken ill of me and backbitten me;

Shooraa is a general term referring to the idea of asking the elders and people of status and (general or specific) knowledge for their advice on a topic.  It is not restricted or limited to specific applications like a council of six persons, a "shooraa board" or "council".

So the "proper methodology" for a person making an important decision is: to seek advice from those known to have knowledge about the issue and concern for the correct choice being made, and to follow the best of that advice, keeping in mind that...

- He may seek their advice one by one, or collectively at one time.

- He may ask them to discuss its details or research and meet about their findings, and then advise him collectively.

- He should realize that if the decision is his responsibility, he is the one responsible for it once it is made.

- He does not seek the advice of foolish or ignorant people, nor the advice of disobedient people or those who do not show concern for correctness, even if they be people of status.

- Once he gathers the advice and weighs it, he should come to a decision, and then pray salaat al-istikhaarah, placing his trust in Allaah, and then enact the decision.

This is all based on the generality of Allaah's order to the Prophet (sallallaahu 'alayhe wa sallam) and his followers to take shooraa, and that Allaah has ordered it without restricting it to a specific application, and Allaah knows best.
