Imaam Muslim collects a hadeeth in his Saheeh (#869) that helps us understand one of the signs of a khateeb who has understanding in Allaah's Religion:

(( ııııı ııııı ııııııı ııııııııı ıııııııı ıııııııııı ııııııııı ıııı ııııııııı ıııııııııııı ıııııııııı ıııııııııııı ıııııııııı ııııııı ıııı ııııııııı ııııııı ))
"Verily, the length of a man's (long) prayer and the shortness of his khutbah are a sign of his understanding (of religious matters).  So lengthen your prayers, and shorten your khutbahs!  And, verily, some kinds of speech are magic!"

   In regards to the end of the hadith, Shaikh ibn Baz said,

(Narrated by Ibn Umar that the Prophet (praise and peace be upon him) said, "Some baiyan is magic." This baiyan is eloquence because the companion of baiyan can possibly put the people under a spell with his approach and beautiful speech. It is also possible that he can dupe the people about an issue and deceive them, and the reality will become hidden from them. Most of the Ulema said that verily, in the hadith, there is praise for the baiyan if it is about the truth. And it is said that what is intended is a dispraise, which was related by Ibn Abdul-Barr on a group of Ulema. But it also said that the baiyan, if it is upon the truth and calling to the Quran and the sunna, then this is praiseworthy. If a person intends with his baiyan deception and trickery, then this is blameworthy and a defect. The hadith suggests both meanings. The Quran and the Sunna came with the clearest and most eloquent baiyan in clarifying the truth and calling to the people. Also, there was a man giving a khutbah while Umar ibn Abdul-Aziz was present, and he did very well in his deliverance. So Umar Abdul-Aziz said, "This, I swear by Allah, is the halal (permissible) magic") And Allah knows best
