Al-Haakim reported in al-Mustadrak (4/359) that Anas ibn Maalik (may Allaah be pleased with him) said: "The Messenger of Allaah (peace and blessings of Allaah be upon him) said: 'There will come a time when people will sit in circles in the mosques and they will have no concern except this world. Allaah has no need of them so do not sit with them.'"This is a saheeh hadeeth even though al-Bukhaari and Muslim did not narrate it. Al-Dhahabi said in al-Talkhees that it is saheeh."

Ahmad ibn Shu'ayb al-Nisaa'i reported in al-Sunan al-Kubra (5/32) under the heading Dhikr Qawl al-Nabi (peace and blessings of Allaah be upon him) Laa yajhar ba'dukam 'ala baıdin  fi'l-Qur'aan (Mentioning the statement of the Prophet (peace and blessings of Allaah be upon him), None of you should compete with one another in reciting Qur'aan loudly), a report from Abu Haazim al-Timaar from al-Bayaadi, that the Prophet (peace and blessings of Allaah be upon him) came out and found the people praying and reciting in  loud voices. He said: ıThe one who is praying is conversing with his Lord, so let him think about what he is saying to Him. Do not compete with one another in reciting Qur'aan loudly."bn Muhayreez (may Allaah have mercy on him) is reported to have said: "Speaking in the mosque is idle talk, except for one who is praying, or remembering his Lord, or asking for help or giving help." (Musannaf 'Abd al-Razzaaq, part 8, Baab Kalaam 'Ikrimah).

Ibn al-Haaj said, concerning the manners of the Muslim when he sets out for the mosque: "He should intend to avoid idle talk in the mosque or talking about that which does not concern him, for there is a  report that says that speaking in the mosque about anything but the deeds of the Hereafter is like fire in dry wood, it eats up hasanaat (good deeds). So he should take care to avoid that, lest he goes out to engage in trade and comes back having lost everything because of his idle talk." (al-Madkhal by Ibn al-Haaj, part 1, al-Sunnah fiıl-Mashiy ilaıl-Masjid).


Shaykh ibn Uthaymin said:

"You should not harm (or bother) one another." (Abu Dawood no.1332)

Thus, everything that contains something that bothers those who are offering prayer, is not permissiblle for the person to do it."

And he  (may Allaah have mercy on him) said: "What matters is the correct view, which is that it is Sunnah to recite dhikr following the prayers in the manner prescribed, and it is also Sunnah to recite it out loud but not to raise the voice so much that it becomes annoying, because that is not appropriate. Hence when the people raised their voices in dhikr at the time of the Messenger (peace and blessings of Allaah be upon him) when they were coming back from Khaybar, he said: "O people, take it easy." What is meant by raising the voice is that which does not cause hardship or annoyance.

Majmoo'Fataawa al-Shaykh Ibn 'Uthaymeen (13/247, 261).

Shaykh Ibn Baaz (may Allaah have mercy on him)said:

"...whoever finds people praying what they have missed of the obligatory prayer near to him, it is better for him to lower his voice  a little  so that he does not disturb them, according to other evidences."

And it was saying of them ( may Allah has mercy on them) concerning making dhikr loud after prayer which is Sunnah, what than about talking about worldly matters...

Question: Is it permissible to recite Soorat Yaa-Seen out loud in the mosque or not?

Answer: It is not permissible for anyone to raise his voice when reciting Qurıaan in the mosque, whether it is Soorat Yaa-Seen or any other soorah of the Qurıaan, whether in prayer or otherwise, because it is proven that the Prophet (peace and blessings of Allaah be upon him) came out to the people when they were praying and reciting Qurıaan out loud, and he said: ıO people, each of you is conversing with his Lord, so do not raise your voices above one another in reciting.ı And because by doing that they distract and disturb one another. And Allaah knows best.(Ahmad,4928)

Question:

Is it permissible to talk about worldly matters inside the masjid and at a time other than the salaat?
Answer:

All praise is due to Allaah. It is not permissible to take the masaajid as places of selling, trading, and their like from the worldly affairs, in which the voices are raised. Because the masaajidı they were built for the remembrance of Allaah, recitation of the Qurıaan and making of the salaat, in them.

But it is permissible to speak a little about worldly matters as long as it does not distract the reciters (of the Qurıaan) or the oneıs making the salaat.

And with Allaah is all tawfeeq. And may the peace and blessings of Allaah be upon our Prophet Muhammad and on his family and on his companions.
