The Rulings of wudoo by Shaykh Fawzaan

Excellent article
http://www.al-athariyyah.com/Data_Files/Articles/Fiqh/fiqhrulingwudoo.pdf

My question is, does the following statement mean that we must always go to the toilet and make istinjaa before making wudoo' even if we don't need to go? I always thought you could just go and make wudoo and not go toilet!

Statement:
'Also from the conditions of the wudoo'is that it be preceded by the cleansing of the private parts by using either water or stones (istinjaa or istijmaar)'.

  As salamu alaikum

There is an error in the above post. TayammuM should be TayammuN i.e. starting with the right side.

I'm sure no one would disagree that the above statment means:

'Also from the conditions of the wudoo'is that it be preceded by the cleansing of the private parts (IF ONE URINATES OR DEFICATES) by using either water or stones (istinjaa or istijmaar)'."

I hope this is clear.

Taken from the website of The Esteemed Sheik ibn Baaz. May ALLAH have mercy upon him.

Question: If a person awakes from sleep and wants to make the prayer is it obilgatory to make wudu or istinjaa?

A: In the Name of ALLAH. All Praises belong to ALLAH. If the person does not urinate nor take a bowel movement; then sleeping does not require except wudu only. Meaning the washing. And passing gas is the same. It does not require except the washing (wudu). Such as with touching the private parts, and eating camel meat. These two don't require except the washing. And it is to wash the face, the two hands, wipe the head, and the two ears, and wash the two feet. This is the washing, and it is called wudu. So it does not need istinjaa. Therefore, istinjaa is used for urinating or a bowel movement.
