Shaykh Rabee' mentioned that he has two conditions for a person to translate something: 1) He is mutamakkin (firmly capable) in both languages; 2) He is mutamakkin in the subject matter itself. Furthermore, the translator should be Salafee as the shaykh had stated on other occasions.
