Hilaalee's tahqeeq is not really a tahqeeq, its a muntaqaa, meaning he has deleted portions of the book, including the entire explanations of three whole hadeeths.  This was due to the weakness of the chains.  So if you wanted to quote Ibn Rajab on anything found in those pages, well... you just have to out and find a complete version of the book.  

And Shu'ayb Arna'oot's tahqeeqs are known to be good (hadeeth-wise), but he makes ta'weel of Allaah's Attributes.  How does this come into play for someone who checks hadeeths and verifies them?  I'll tell you:

Look at Saheeh Ibn Hibbaan for example, when Ibn Hibbaan brought a hadeeth mentioning Allaah's Fingers, #7326 of his checking from Mu-assasatur-Risaalah, Shu'ayb brings his TA'WEEL for everyone to see, saying that affirming fingers for Allaah is from the tahreef (perversion of the texts or their meanings) of the Jews!!!

And there are other statements of ta'weel to be found in his tahqeeqs, but many of them are from works that he did in cooperation with others, so it is not entirely clear whether the footnote is from him or not.  However, the quote menioned above is from him alone, as Ibn Hibbaan was his project alone, as claimed by the publisher.

Which tahqeeqaat of Shu'ayb al-Arnaa'oot do you have (or have seen) that you would consider good?

I don't know if there are other tahqeeqs of these better than Shu'ayb's, but someone who knows books better than me should be asked.  

He also did an expansion of Taqreeb, adding in missing dates of death and other important information, in four volumes, but Shaykh Wasee Allaah said it was unnecessary that he made tarjeeh over Ibn Hajr so many times, saying in his footnotes, "Rather, I say he is thiqah," and the likes...

another good tahqeeq of Jaami' al-'uloom wal-hikam is the one by Taariq 'Awadhillaah, published by Daar ibn al-jawzee, this muhaqqiq mentions benefits in his takhreej that shu'ayb did not, however shu'ayb's is better overall...  

NOTE: (1425-11-11) Allaah knows best whose is better, but now (after comparing them more) I lean towards Taariq's being better.  Anyway, both have important hadeeth benefits in the footnotes that the other does not have, so having both is beneficial when you need exhaustive information on a hadeeth or athar mentioned in the book, wallaahu a'lam.]
