As salaamu alaikum Here is more on this issue by Sheikh Uthamin I will also post the statement of Sheikh Rabee concerning this issue, inshaAllah. The ruling by Sheikh Uthamin can be understood or misunderstood in two different ways according to how it is translated. This is how a brother here translated it and I also translated it in a similar fashion. As for the hilaal of dhil hijjah, then for sure the one that is considered is the country where the ritual and holy ceremonies take place (assuming Saudi). If the hilaal is confirmed then we should act upon this and take no other country into consideration. This is because hajj is in a specific place and we shouldn't overstep that. Once the hilaal is confirmed in this place and the places that follow it, then the ruling is confirmed even if the rest of the countries disagree. A brother contacted me and said he believe it should be translated as follows As for the hilaal of dhil hijjah, then for sure the one that is considered is the country where the ritual and holy ceremonies take place (assuming the country where the person will perform the sacrifice). If the hilaal is confirmed then it should be acted upon no other country should be taken into consideration. This is because hajj is in a specific place and we shouldn't overstep that. Once the hilaal is confirmed in this place and the places that follow it, then the ruling is confirmed even if the rest of the countries disagree. InshaAllah I will post other rulings by Sheikh Uthamin that have lead the brother to believe his translation is correct.

As salaamu alaikum Some of the people are of the opinion that we should follow the moon sighting in our own country even when it comes to the month of Dhul Hija. Here Sheikh Uthameen explains why we should follow the moon sighting of Saudi for the month of Dhul Hija. http://www.ibnothaimeen.com/all/noor/article_1960.shtml
