asalamu alaikum wa rahmatullahi wa barakaatuh,

i came across this narration (or a narration with similar wording) in
silsilah asaheeha:

"The Prophet, sallallahu alayhi wa sallam, was asked, 'Messenger of
Allah! A certain woman prays in the night, fasts in the day, acts and gives
sadaqa, but injures her neighbours with her tongue.' The Messenger of
Allah, sallallahu alayhi wa sallam, said, 'There is no good in her. She is
one of the people of the Fire.' They said, 'Another woman prays the
prescribed prayers and gives bits of curd as sadaqa and does not injure
anyone.' The Messenger of Allah, sallallahu alayhi wa sallam, said, 'She is
one of the people of the Garden.'"

we also know that whether the neighbors are muslims or non muslims, they
are entitled to being treated well and there are even narrations in which
the prophet sallallahu alayhi wa sallam said that jibreel alayhi asalaam
conveyed to him the necessity of being good to the neighbors so much so
that he sallallahu alayhi wa sallam thought that the neighbors would be
made his inheritors. subhanAllah.

so this narration mentioned above mentions that we may not even harm them
with our tongues - but i was wondering if this applied to nonmuslim
neighbors?... as i read that it is permissible to backbite the kuffar.

can someone please clarify?
