Shaykh Ibn al-'Uthaymin explains verse 4 of Surah al-Qadr, "The angels and the Ruh (Jibril) descend therein (on that night)," in a similar way. He says: They descend little by little. The angels are the inhabitants of the heavens and the heavens are seven in number. So the angels descend to the earth little by little until they fill the entire earth. And the angels descending to the earth is a means of mercy, good, and blessings...So the angels come down during the Night of Qadr in abundance, and this descent of theirs is a means of good and blessings.
