Al-Hamdulillahi Ta'Ala wa salatu wa salamu 'ala Rasulullah amma ba'd; Salamu alaikum wa rahmatullah; After continued search I've found an acceptable answer to a questioned I posed at this site {Witnesses At Pronoucement of Talaq}. In Tafsir Ibn Kathir, on ayat 2 of Sura Talaq [65], translation of statement, Ibn Juraij said that 'Ata' commented on the ayat "AND TAKE AS WITNESS TWO JUST PERSONS FROM AMONG YOU"...[65:2] "it is not permissable to marry, divorce or take back the divorced wife except with two just witnesses, just as Allah Ta'Ala has said, except when there is a valid excuse."
